Red
Libertad is the largest network of independent think-tanks
in Argentina, whose mission is to promote public policies
based on the values of Freedom, Private Property, Rule of
Law, World Integration and Free Market Economy.
It was born as an initiative of Fundación Libertad, in
Rosario city (www.libertad.org.ar)
and it is associated to FIL -Fundación Internacional para
la Libertad-(www.fundacionfil.org)
, which gathers together think tanks from all the world
and is chaired by the well-known writer Mario Vargas
Llosa.

OBJECTIVES |
|
- To influence decision
makers and reach public opinion through seminars,research,
publications and its own tv and radio programas.
- To de-centralize the message of Freedom in order to
reach the many and various regions of Argentina.
- To encourage new intellectual entrepreneurs and support
new free-market organizations in all 24 provinces of the
country.

PROGRAMS |
|
In order to have a "results measurement" in the
public local and provincial administration that has been
absent so far and could function as incentive for the
pending changes, Red Libertad will produce a series of
economic indexes through agreements with prestigious
international institutions:
Provincial Perfomance INdex
The first experiencie in Latin America,comparing economic
freedom in the provincial(state) level, based in the
methodology of Fraser Institute (Canada)
Indexes: regulations, public expenditure, fiscal
development, indebtment, labor market

ARGENTINA RESOURCE BANK
Starting October 26-27 2006, in Buenos Aires,Red Libertad
organizes the "Argentia Resource Bank" with the
support of Diario LA NACION(traditional major newspaper) ,
adopting the succesfull model of Heritage Foundation. More
than 60 argentinian think-tanks and public policy
independent institutes present their work and exchange
ideas. Invited speakers and participants from the US,
Spain and Chile will be part of the meeting. The event is
also called " Civil Society Solutions to Public
Problems" " and
it's the most important annual seminar of Red Libertad.
Educational Freedom Index
With the support of Mannhattan Institute (USA) and
ESEADE(Argentina)
Indexes: educational budget, number of teachers,
students and institutions, evaluations, parents' freedom
of choice
Survey on the Business Environment in the Provinces Annual
survey to local businessmen on the business environment in
the provinces Index of Crime Perception With the
support of Paz Ciudadana (Chile), Fundar(www.fundar.org.ar)
Indexes: crime perception, quality of the police,
economic impact of insecurity, etc.
Index of Institutional Strength and Economic Development
in Latin America
First Index that will show the close relation between rule
of law and property rights protection, and economic
prosperity, measuring all Latin American countries.,
corruption, press freedom, independence of the powers,
abuse of authority, etc.
Seminars on Economic Freedom
Co-organized with Heritage Foundation, with the aim to
promote the relationship between Economic Freedom and
Growth.
Leadership School
Seminars for the training of new leaders and support to
leaders of the civil society on each region, with two
central objectives: to improve the background of the
political and economic ruling class of the country and to
pursue to contribute with some intelligence and talent to
some public topics.
Legislative Action Program
Following the model of the think tanks in US and Chile
that contribute in the arrangement of the
legislative agenda of each period, Red Libertad will reach
national and provincial legislators from their own region
of origin, with information, proposals and consultancy on
four basic issues every year.

FUNDACION LIBERTAD (ROSARIO)

Fundación Libertad was created in Rosario in 1988 and it
develops its
activities with the support of more than 200 private
businesses. Those
activities include: CeyCe (Centro de Estudios y Capacitación
Empresaria -
Business school), CEFI (Centro de Estudios para el
Fortalecimiento
Institucional - Center of sudies for the
institutional strengthening) CE y
DE (Centro de Emprendedores y Desarrollo de Empresas -
Center of
entrepreneurs and business development), Instituto de
Estudios Económicos
(Institute of Economic Research) as well as a large amount
of courses,
conferences, seminars, research and a strong presence in
the media. Highly
prestigious people like Mario Vargas Llosa and the
following Nobel Prizes
have lectured in Fundación Libertad: Gary
Becker, Douglass North, John
Harsanyi, Robert Lucas, James Buchanan, James Mirless, the
historian Paul
Johnson, Lech Walessa (Peace Nobel Prize) and Jean
Francoise Revel, among
others.
FUNDACION GLOBAL (MAR DEL PLATA)

Fundación Global was created in 1996 and it gathers 95
prominent businesses
from Mar del Plata and the region. Its activities
include dozens of
seminars, studies and research as well as its own programs
on the radio (LA
RED) and columns on TV (Channel 8, Telefé Group).
It also has a Centro de
Estudios Económicos (CEE - Economic Studies Center) and
an Instituto de
Estudios para la Competitividad Turística (ICT -
Institute of studies for
the Tourism Competitiveness)
FUNDACION ALBERDI (MENDOZA)

Created in 1993, it is devoted to promote the ideals of
freedom of the great
Argentinean forefather and to develop seminars, publish
books and perform
the successful radio program "Rumbo Económico".
It keeps a close
relationship with Universidad de Congreso, one of the most
prestigious
private educational institutions of the country.
FUNDACION MERCADO (BAHIA BLANCA)
With its headquarters in Bahía Blanca city, it has
specialized in topics of
economic research and the production of quality and
quantity indexes since
1996. It produces and promotes the Index of
Consumers Confidence at a
national level as well as the index of Confidence of the
savers and of the
Argentinean Family.
FUNDACION DEL TUCUMÁN (TUCUMÁN)

Fundación del Tucumán was created in 1985 and it is
sponsored by more than 100 companies. Its mission is
to contribute to the development of Argentina specializing
in the Northeast region (NOA) Its scope of action is
organized in five areas of work: research, an Ideas
Generator Center, Training of Human Resources, Business
Development Activities and Social Sector Articulation.
FUNDACION INICIATIVA (CORDOBA)
Founded in June 2001, with legal status and its
headquarters in the city of
Córdoba Argentina, it was created by businessmen and
professionals out of
the initiative of 34 companies from Córdoba. Its
main objective is to
strengthen the institutions of the public sector in order
to fulfill their
duties written in the Constitution and the Law and to
stimulate a greater
participation of the civil society in the public sector.
FUNDACION HAYAS (USHUAIA)
Fundación HAYAS was created as an environment for the
defense of the values
of freedom. It promotes tolerance, equality of
opportunity, an open society
and the state of law in its widest scope. It is
situated in the southern
most area of the country, analyzing public action and
policies based on
individual freedom and the market, general welfare, roots
and peace.
FUNDACION SALTA(SALTA)
Borned in february 1997, Works mainly in socio-cultural
and business
leadership fields. It has an Art and Culture Center and a
well-known Center
of Economic Research, that Publisher the only available
data and economic
research of Salta Province.
FUNDACION PROGRESO Y LIBERTAD (NEUQUEN)
" Progress and Freedom" Institute from Neuquén
province gathers young
profesionals from Neuquén and Rio Negro region. Its
Director, Daniel
Darrieux, is a prestigious economic journalist. It has its
own TV
program(Channel 8) and Radio Program(www.empresaspatagonia.com.ar)
FUNDACION ALAS( SANTIAGO DEL ESTERO)
Founded by the end of 2005, in northern Santiago del
Espero province, this
organization promotes free society and institucional
strength. Economic
Research both at provincial and nacional leves are its
main areas of work.
TERRITORIAL EXPANSION
During 2007, RED LIBERTAD will be extended to other
regions:

Jujuy
Río Gallegos
Posadas
and therefore reaching almost 16 institutes with
presence all over the
country.

principles of liberty,
democracy and the state of law. Chaired by Mario
Vargas Llosa, its
constitution has been an initiative of several
institutions and
personalities from both sides of the Atlantic (USA, Spain,
Portugal and
Latin America and Europe) in a time of serious uncertainty
on the political,
social and economic evolution of the continent.
FIL is a response to the
neopopulist surge whose success would mean a great setback
in the process of
modernization and whose spreading is the result of the
lack of roots of the
ideals of a liberal democracy in this region.
